Help and Advice on Proposal / Engagement?

My guy friend has asked for my advice on a creative and romantic (but not too expensive) way to propose to his girlfriend (soon to be fiance!)Help and Advice on Proposal / Engagement?
There are a lot of inexpensive ways to do it but still be romantic.

Here are a couple that I have answered before:

I heard one person on her talk about how her fiance proposed by having a trail of Hershey kissed to the bathroom and a dozen roses tied to the shower with a note about kissing the ground she walked on and showering her with love. I thought that was very sweet and creative.

I added some links to some other questions/answers from here.

I (the girl) proposed. For our 5th anniversary (shortly after Valentine's) we decided to stay at a little bed and breakfast. We had a ';picnic'; in our room, drank some nice wine, and when we were done, I said that there was one thing I didn't get for Valentine's Day and had him close his eyes. Then I presented him the ring and said that I wanted him...for the rest of my life.

In general, my advice is to go private and personal. One of the best moments is when you two know, but no one else does. We kept it a secret for a few days just so we could enjoy that feeling. It also gives you a little time to be stupid-happy before people start asking dumb ';so when are you going to have a baby?'; questions. Doh.
to prevent expense and be creative...hmmmm....maybe he could set up a pic-nic in advance, just make some sandwiches (or get a foot long deli-sub from subway or a deli or where ever)and then ask her to go for a walk, and stop and enjoy the pic-nic then as they get up to leave he could get up onto one knee and tell her something personal, that he loves her and ask her to marry him, that would be soooooooo sweet i would totally melt.
He proposed to me where he first asked me out.

Make a picnic lunch go to the park, or his favorite place.

You don't have to go all out and spend a lot of money. The ring and the commitment is enough.
Why be creative? Stories about proposals via announcements at sporting events or billboard are amusing, but not for everyone. Perhaps the lady would prefer to keep such a private moment private. I suggest that he simply go down on his knees and say ';Darling, I can't live without you. Please marry me.'; It is the commitment which is the main attraction here, not the novelty.
I have a friend who rented a movie marquis that his fiance drove by every day on her way to work. She drove by it one day and there on the sign was, ';Judy B. will you marry me? Love Rich P.'; She said, ';yes!';
